Is God's Original Mandate taught elsewhere in the Bible? If God's original mandate to man is so important, it would be popping up in other places in the Bible. Christ would be teaching it also. So where else do we see this? When Christ was ascending into heaven, he left us with what is called "The Great Commission." Christ said, "Therefore go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit, and teaching them to obey everything I have commanded you. And surely I am with you always, to the very end of the age (Matt. 28:19,20). But you will receive power when the Holy Spirit comes on you; and you will be my witnesses in Jerusalem, and in all Judea and Samaria, and to the ends of the earth (Acts 1:8)."
God's Original Mandate was to fill the earth and make a civilization that is glorifying to God. Christ states that the Great Commission is to fill the earth and make a civilization that is glorifying to God. The Great Commission IS the Original Mandate restated. Christ tells us to go to the whole earth, to fill it. He wants us to teach all men everything he has commanded us. If this happens, the culture that teaches Christ's commands will become a culture that glorifies God more. This process transforms the earth into one that pleases God.
